Becoming a Referee

THANK YOU for your interest in becoming a U.S. Soccer Referee!

The process to become a U.S. Soccer Grassroots Referee in West Virginia is explained in the steps, below, as well as in this Handout [PDF]. This video tutorial (approx. 10 minutes) provides a walk-through of the process:

Step 1: Create a Referee Profile in the U.S. Soccer Learning Center at https://learning.ussoccer.com/referee

  1. Select "Sign Up" in the upper right corner of the screen.
  2. You must be at least 13 years old.
  3. All Learning Center profiles will require a unique primary email address. A secondary email address, such as that of a parent, may be provided to be copied on communications from U.S. Soccer.

Step 2 (IF you are 18+ years old): Complete the NCSI Background Screening

  1. Login to the U.S. Soccer Learning Center and click on Courses -> Available Courses -> Background Screening
  2. The background screening will take 7 - 10 DAYS to complete, and it MUST return clear before you can proceed any further in the training and certification process.
  3. Cost: $30.00 (valid for 2 years)
  4. Candidates younger than 18 years old may skip this step.

Step 3 (IF you are 18+ years old): Complete the SafeSport training

  1. Login to the U.S. Soccer Learning Center and click on Courses -> Available Courses -> SafeSport
  2. The online training will require approximately 90 minutes
  3. Cost: Free
  4. Candidates younger than 18 years old may skip this step.

Step 4: Complete the New Grassroots Referee Online Course

  1. https://learning.ussoccer.com/referee/courses/available/7/details/466.
  2. Cost: Free.
  3. Duration: the online course will take you approximately 4.5 total hours, which can be completed over multiple sessions. Your progress will be saved as you take the course, and you can leave and return to this online course at any time.

Step 5: Enroll in and Attend a New Grassroots Referee In-Person Course

  1. Search for a New Grassroots Referee In-Person Course in West Virginia (or in any other state).
    • If you wish to receive email notifications about upcoming New Grassroots Referee In-Person Courses as they are scheduled in West Virginia, complete this sign-up form >> (you must be 13 years old)
  2. Click on the Course Details link for more information about the course and to register for it.
  3. The cost for each In-Person course can vary and will be specified in the Course Details. The typical cost for a New Grassroots Referee In-Person Course in West Virginia will be approximately $45.00.
  4. The In-Person course will consist of the following assignments:
    • Completion of the Introduction to Safe & Healthy Playing Environments online training.
    • Completion of the online Grassroots Referee Certification Quiz.
    • Attendance and participation in an in-person classroom and/or field session.

Upon successful completion of Steps 1 - 5, above, you will be a licensed U.S. Soccer Grassroots Referee and certified to officiate USSF-affiliated, grassroots games (youth and adult competitions) in small-sided 7 v 7, 9 v 9 and/or 11 v 11 venues.
