FIFA directs that referees use the following considerations when judging handball situations:

Not a Handball Handball
Ball moving towards the hand Hand moving towards the ball 
Hand or arm in "NATURAL" position Hand or arm in "UNNATURAL" position
The player attempts to avoid the ball striking the hand The player uses the hand to deliberately touch the ball
The ball strikes the hand from a short distance The ball strikes the hand from a long distance 


FIFA offers additional considerations to determine whether a handball is also misconduct that should be further sanctioned with a yellow card or red card:

Yellow Card Red Card 
The handball offence prevents an opponent gaining possession of the ball The player prevents a goal by deliberately handling the ball
The player attempts to score a goal by deliberately handling the ball The player prevents an obvious goalscoring opportunity by deliberately handling the ball
The player handles a ball that goes in the direction of the goal (not an obvious goalscoring opportunity)  
The player attempts to deceive the referee by handling the ball
